Rubber confetti?

Know what this stuff is? It's called "Boing!"
And it's made from recycled tires. Boing! consists of crumbs of rubber that have been coated with
bright colors.

Placed in a thick layer around playground equipment, the makers say Boing! can help reduce injuries from falls because of its rubbery ability to absorb impact. Kids just think Boing! is colorful and fun.

Because it's rubber, Boing! doesn't decompose or absorb water, and the colors help keep it from heating up in the summer sun. A 6-inch layer of Boing! exceeds both federal and industry safety standards for playground surfaces, and it's available in a wide variety of colors, so it can also be used as a filler around shrubbery.
